The good Samaritan came in just after 12:30 Tuesday afternoon after the girl on the bike was hit at the corner of East Ridgewood Avenue and Hope Street.
Based on the license plate number the witness jotted down, officers contacted Rommel Manlangit, then charged him with leaving the scene of an accident with involving injuries. He got other motor vehicle summonses as well, Detective Chris McDowell said.
