The declaration -- expected at a 3 p.m. news conference from Washington -- will immediately trigger FEMA financial and physical aid to states and municipalities under the 1988 Stafford Act, which makes up to $40 billion in federal money available. Murphy Declares State Of Emergency In North Jersey Following Torrential Rains Governor Phil Murphy on Tuesday signed Executive Order 33 declaring a state of emergency in Bergen, Essex, Monmouth, Ocean, and Passaic counties as a result of this past weekend’s torrential rains.
