Complaints were being drafted against sisters Linda McRae and Allyson DiPasquale, law enforcement authorities said.
Investigators in hazardous material garb removed several dogs and cats from the single-family Lincoln Boulevard house near Fourth Avenue this morning -- including a cat in a mesh net who meowed loudly -- after taking nearly two dozen others out last night.
"I've never seen anything like this," neighbor John Preis said.
Another said a strong smell of ammonia wafted from the house.
The animals were removed by the Bergen County Department of Health Services Animal Shelter and Adoption Center. The live ones were to remain at the shelter pending the outcome of the case.
