Driver To Blame In Union City Truck Crash That Closed Lincoln Tunnel: Prosecutor A garbage truck crashed onto Route 495 West in Union City earlier this summer because the driver hit the gas instead of the brake, investigators from the Hudson County Prosecutor's Office said Thursday.  Eulalio Diaz, 53, was at the wheel of the Union City DPW truck July 3 when it was involved in a collision at 30th Street and Palisade Avenue.
