Port Authority police chief forced out earlier than scheduled, sources say

EXCLUSIVE REPORT: Port Authority Police Chief Louis Koumoutsos, whose tenure was marked by soaring police overtime costs, daredevils parachuting from the World Trade Center and a post-graduation booze bash in Hoboken that led to firings, suspensions and transfers is leaving the department next Monday, a month before his original forced retirement date, CLIFFVIEW PILOT has learned.

Port Authority spokesperson Steve Coleman told CLIFFVIEW PILOT tonight that the report is “a fabrication.”

“It’s not true,” Coleman said, adding that Koumoutsos, 49, will remain with the department until Dec. 26, as planned.

Department sources said an incident this past Friday forced his superiors’ hands.

Koumoutsos, the department’s highest-ranking uniformed member, conducted what was described as an “acrimonious” review of PATH Police Command statistics, singling out the division’s current commander, Inspector Robert Terrett, for criticism.

Terrett, in turn, said Koumoutsos had decreased activity totals by creating and overusing “unimportant and mundane” administrative tasks for patrol officers when he was in charge of the division, which protects commuters using the Port Authority’s PATH train network.

“That was the last straw,” one source told CLIFFVIEW PILOT.

Koumoutsos, who was privately criticized by rank-and-file members for having relatively little command experience as a sergeant, lieutenant or captain, joined the department in 1992, moved quickly through the ranks and was made chief in May 2013.

He was to begin a new job with an airline after leaving.
