Serra defeated Carl P. Padula 1,355 votes to 798 in Tuesday's election to succeed Kathleen Cole, whose term expires at year's end.
Serra was the council liaison's to the recreation commission, library, youth advisory and municipal alliance.
In West Milford, incumbent Mayor Bettina Bieri (2,912 votes) bested Republican challenger Luciano "Lou" Signorino (2,320).
Ringwood Mayor Walter Davison topped the ticket with more than 20% of the vote in a six-candidate race for four seats (see below).
