Stuffed Animals In Nooses: Bias Incident Against Congressional Candidate Probed In South Jersey Authorities are investigating a bias incident that took place in the Rio Grande section of Middle Township. On the evening of Tuesday, Nov. 8, Middle Township Police Department was notified of stuffed animals hanging in rope nooses above a political sign for Tim Alexander, a black candidate for Congress.  Alexander, a Democrat, lost to Rep.
