Jersey City Terminates Contract With Liberty Humane Society Citing Performance Concerns After 19 years, Jersey City is terminating its agreement with the Liberty Humane Society to provide animal control services. The termination means LHS must vacate its space at 235 Jersey City Blvd., at midnight on Dec. 31, Irene Borngraeber, the executive director of the Liberty Humane Society said.
