Vladimir Menin, 44, was driving with a suspended license and had a blood-alcohol level twice the legal limit when his BMW hit 49-year-old Aissatou Diallo, 49, of Staten Island, knocking her off a Brooklyn-Queens Expressway bridge to her death in August 2016. Diallo had been standing outside her Chevy after a tire on an SUV driven by a relative went flat while she and family members were returning from a wedding in Queen. Witnesses report…
