Paterson Ex-Con Charged With Shooting Passerby Had Just Been Released After 15 Years In Prison Sicorey Rouse had only just been released after serving time for shooting a man in the head when authorities said he and a companion opened fire on a crowd in Paterson, wounding a passerby. Overall, the 40-year-old Rouse of Paterson has spent 15 years behind bars. Now he’s back in custody, charged with attempted murder and a bunch of weapons offenses, including being a convicted felon in possession of a firearm.
