New Castle's Reusable Bag Law Starts On New Year's Day NEW CASTLE, N.Y. -- New Castle will implement the Reusable Bag Law on New Year's Day, making the town a leader in New York State's efforts to significantly reduce environmentally unfriendly plastic and paper shopping bags. The Reusable Bag Law eliminates distribution of single-use plastic carryout bags at all stores and requires a 10-cent charge for paper shopping bags at the types of stores that use the most bags—grocery stores, convenience stores and pharmacies, according to a release from the New Castle Sustainability Advisory Board.
