The majority of contacts the public has with law enforcement comes during emergencies or emotional situations -- not always the best times for relationship-building, Deputy Police Chief Gregory Halstead said.
The highly successful "Coffee With a Cop" program provides a relaxed, informal setting where community issues can be discussed and relationships built, the deputy chief said. No cell phones, devices, or distractions -- just coffee, cops and conversation.

"Coffee With A Cop" is a national initiative supported by the U.S. Justice Department’s Office of Community Oriented Policing Services.
