Manuel Perez, 64, was trying to hook another vehicle to his truck on the southbound side of the highway when he was struck by a Toyota sedan that then struck the tow truck and overturned around 11:40 a.m. Sunday, Nov. 3 at milepost 2-3, Passaic County Prosecutor Camelia M.
