Elmwood Park VFW Post Commander William Mulligan Dies ELMWOOD PARK, N.J. -- William Mulligan -- also known as "Bump" and "Red" -- died on Monday, Feb. 27. He was 71.  An Army veteran of the Vietnam War, Mulligan lived in Elmwood Park all of his life. He was the post commander of VFW Post 5084 for 33 years. He was a letter carrier for the United States Postal Service in Rochelle Park for 35 years and retired in 2001.  He was also an avid Notre Dame "Fighting Irish" football fan.
