Arnold resident Jacob Dukes-Celey is facing charges after being busted with pounds of marijuana and other drugs during a traffic stop after he initiated a brief police pursuit. What started as a routine traffic stop in Southern Maryland led to drug and weapon charges for two men in Carroll County, the sheriff’s office announced.
