A second chance for a DC man who spent more than 20 years behind bars for assaulting a woman ended nine months later with that same woman dead. Theresa Flynn, 53, of Chantilly, was attempting to make her way across Route 50 near Plaza Lane in Fairfax County shortly before 7:30 p.m. on Sept. 18 when she was hit by a Kia, police said.
