A driver wanted in connection to the fatal hit-and-run crash involving a Montgomery County Department of Transportation employee has been apprehended at Dulles International Airport after leaving the country, authorities announced. Potomac resident Ricky Rohan Kapoor, 30, was arrested over the weekend after traveling to Bogota in Columbia following the fateful hit-and-run in November. A second teenager will be charged as an adult following an ongoing investigation after two men were found murdered at a Silver Spring park over the summer, the Montgomery County Department of Police announced. Nearly $1 million worth of ketamine never made it to the streets in the DMV after a package coming from Amsterdam into Dulles International Airport was intercepted, according to US Customs and Border Protection officials.
