Business Owner In Region Accused Of Failing To Refund Payment The owner of a Connecticut pool company has been arrested for allegedly failing to refund money for a home improvement within 10 days. Windham County resident Brian Roy, age 40, the owner of Roy's Pools of Canterbury, was arrested on Monday, Jan. 24 after turning himself in to state police on a warrant.
