Mass Sex Offender With Multiple Arrests Busted Again On Child Porn Charges: Police

A Level-2 registered sex offender with charges dating back more than 25 years was arrested in Revere after police found hundreds of images of child sexual abuse material on his phone, authorities said.

Kenny Higgins, 45, is charged with possession of child pornography and possession of child pornography, third offense, according to the Massachusetts State Police. 

State police received a tip about Higgins that led troopers and Revere police to his apartment on Revere Beach Parkway, authorities said. Higgins refused to give police the password to his phone, so they took out the memory card per the search warrant and found hundreds of images that featured children being abused, authorities said. 

Higgins is being held without bail for violating his probation by having child sexual abuse material, police said. 

Troopers also searched his friend's home on Hawthorne Street in Chelsea and seized multiple electronic devices. Cybercrime investigators will analyze those devices. 

Higgins was first convicted of disseminating matter harmful to minors in 1997, according to the state sex offender registry. He was convicted again in 2001 for buying child porn, sharing child porn, disseminating matter harmful to minors, and posing or exhibiting a child in a state of nudity or sexual conduct. 

He was last convicted of possession of child pornography in 2008, the registry said.
