Decomposing Dog Leads To Cruelty Charges In Chelsea: Police An odd smell led Chelsea police to an apartment where they found the remains of a dog that had been left to decay, authorities said.  Massi Ennis, 24, was arrested and charged with animal cruelty and was given a $500 bail, the Suffolk County District Attorney said.  Police were called to an apartment on Washington Avenue on Oct. 27 after one of the tenants reported a horrible smell coming from a nearby apartment.
