Caesar Adigwe Jr., 36, of Spotsylvania, Virginia, was pulled over on the shoulder attempting to put gas in his vehicle and was struck by a Nissan driven by Aaliyah Brown, 22, of Clarksburg, Maryland, according to officials. At approximately 1:45 a.m. on Sunday, July 24, a group of six friends ordered a Lyft driver to pick them up in Dewey Beach and transport them back to their residence in Bethany Beach, state police in Delaware said.
