Maryland State Police began investigating David Allen Payne, 57, in August 2021 after receiving media files of child pornography that appeared to be distributed online by the suspect.
Payne was arrested on Tuesday, March 7 after members of the Maryland State Police Internet Crimes Against Children Task Force discovered child pornography files on Payne's electronic devices during a search and seizure warrant at Payne's home.
Payne has been charged with five counts of possession of child pornography and one count of distribution of child pornography. He was released from the Charles County Detention Center after posting a $5,000 bond.
