Dillon P. Koonce, 30, of Albany, was pulled over on Crescent Avenue in Saratoga Springs around 2:45 p.m. Thursday, Oct. 1 for an expired inspection, the Saratoga County Sheriff’s Office said. An investigation into the stop revealed Koonce was driving with 38 suspensions imposed on 13 separate dates for failing to answer a summons, according to the sheriff’s office.
