Kevin Harper, of Monroe, was arrested around 10:30 p.m., on Monday, August 5, after an officer stopped to check a vehicle parked in a railroad access parking area near Cottage Street and Brookside Drive, said Monroe Police Department Lt. Stephen Corrone.

The officer pulled over to check on the people in the vehicle and when he approached the vehicle, he saw Harper in the driver’s seat with drug paraphernalia resting in his lap, Corrone said.

A search of the vehicle found more than a half-ounce of marijuana, packaged for sale, over $500 in cash, and several types of drug paraphernalia, police said.

Harper was taken into custody and charged with possession of more than half-ounce of cannabis, possession of drug paraphernalia, and possession with intent to sell.

He was released on $500 bond and is scheduled to appear in court on August 15.
