Dominican National Sentenced For Trafficking 'Black Tar' Heroin A Dominican national is facing deportation following his prison stint for trafficking “black tar” heroin into the area. Hugo Tejada, 26, a citizen of the Dominican Republic who last lived in Waterbury, was sentenced to 57 months in prison after pleading guilty to possession with intent to distribute and distribution of, heroin. When his prison term is over, U.S. Attorney John Durham said Tejada faces immigration proceedings.
