School administrators did not get permission before starting the summer project, and district officials did not have the necessary permits, the Pilot said. Redding's building department issued a stop work order Aug. 28, The Redding Pilot said.
Superintendent Thomas McMorran said he'll ask for board permission next month, the Pilot said. The boiler, one of two that serves the school, failed in June and was taken out of the school before work stopped, The Redding Pilot said.
