Stamford Gets New Director of Legal Affairs

STAMFORD, Conn. — Mayor Michael Pavia’s cabinet took a step closer to becoming complete Tuesday with the announcement of Joseph Capalbo II as the new director of legal affairs, a position vacant since Michael Larobina left in February. 

Capalbo has been in private practice since 1989, specializing in land use, real estate and commercial transactions, a press release from Pavia’s office said. He also served on the 16th Charter Revision Commission for Stamford, the release said.

He received his bachelor’s degree in political science with an emphasis in economics from UConn in 1982, and his law degree from the University of Bridgeport, his résumé says.

“His integrity and commitment to accountability are essential in his role, and I look forward to working with him as we seek to make city government more effective and transparent,” Pavia said in the release.

Larobina first tendered his resignation on Dec. 6 after he decided he no longer wanted to try to juggle his city position while working as a professor at Sacred Heart University. His resignation, though expected, was one of three in the mayor’s cabinet to come at the end of 2011.

Bobby Valentine left as director of public safety, health and welfare to manage the Boston Red Sox, and Fred Flynn resigned as director of administration. Valentine has since been replaced by Thaddeus Jankowski, and Flynn’s position is being handled on an interim basis by Peter Privitera, director of the Office of Policy Management for Stamford.
