Pavia Eyes Privatizing Some City Functions

STAMFORD,Conn. — Mayor Michael Pavia wants to explore privatizing city operations such as waste management, water pollution control and the transfer stations, a press release from the mayor’s office said Friday.

“In light of the rising costs of maintaining all in-house operations as well as the legacy of weak management practices, wholesale changes are needed to ensure that Stamford taxpayers' services are performed effectively and efficiently, both now and in the future,” Pavia said in the release.

The mayor said the Water Pollution Control Authority will be told to solicit proposals from private companies to run the waste water treatment center and the authority's other functions. His administration will also ask private firms to submit proposals to run the solid waste transfer station and recycling center, the release said.

The request for proposals will help the city compare current costs with those of private operators. The requests will include the costs of salaries, pensions and benefits, the release said.
