Lamont OKs Near-Total State Takeover Of Finances After Outside Audit Of City In Connecticut Connecticut Gov. Ned Lamont has approved the recommendation of the Municipality Accountability Review Board (MARB) to have the state provide its greatest level of oversight into finances in West Haven following an audit of the city due to an investigation into misappropriated funds. Covid-19: City Employee In CT Charged With Relief Funds Fraud Scheme A Connecticut city employee has been charged with allegedly being involved with a conspiracy to steal funds meant for COVID-19 relief. John Bernardo, age 65, was arrested on Thursday, Nov. 4, on a federal criminal complaint charging him for his role in a conspiracy to defraud the City of West Haven, said Leonard Boyle, US Attorney for the District of Connecticut.
