As a low pressure system tracks into the mid-Atlantic states, steady rains were forecast to become heavy at times overnight and into Sunday morning, the weather service said.
The rainfall may come to a lull around midday before picking up again late Sunday afternoon and into the evening.
Rainfall amounts of 2 to 3 inches and locally up to 4 inches are possible and could cause flooding of small rivers and streams as well as significant urban and poor drainage flooding.
Larger rivers and streams could also see flooding from prolonged runoff.
The Flood Watch is in effect until 2 a.m. Monday, the National Weather Service said.
