New York State Police troopers conducted the checkpoint in the area of Route 9 in Cortlandt on Saturday, Feb. 2, making one felony and two misdemeanor DWI arrests. Officers from the Greenwich Police Department stopped Norwalk resident Joel Arroyo shortly before 1:45 a.m. after he was spotted driving with an expired registration plate on Byram Road. According to police, during that traffic stop, officers established probable cause to search the vehicle. Robert Powell, 49, was spotted by an officer talking on his Wednesday on Greenwich Avenue, said Sgt. Brian Butler.
