Two Monroe Businesses Nabbed Selling Tobacco Products To Minors Two Monroe businesses were cited for selling tobacco products to minors during a compliance check by police and state officials. The check, by the Monroe Police Department and the state Department of Mental Health and Addiction Services, checked 16 establishments on Monday, May 6,  in an effort enforce state law regarding the sale of tobacco products to youth under the age of eighteen, said Lt.
