Norwalk Teen Surrenders To Police In Connection To Fatal Crash Involving Stamford Motorcyclist An 18-year-old from Norwalk surrendered to police in connection with a fatal 2018 crash that killed a motorcyclist in Stamford. Justin Foley surrendered himself to the Stamford Police Friday and was charged with misconduct with a motor vehicle following an investigation into the Sept. 23, 2018 crash, said Stamford Police Sgt.
