New York State Police say they observed a driver commit an infraction on I-95 and initiated a traffic stop on Sunday, Aug. 11 around 1:30 a.m. in Westchester. The driver, identified as Elizabeth Rich, 35, of Madison, Connecticut, was found to be intoxicated and traveling with a 5-year-old and an 8-year-old child after the stop in Mamaroneck, police say. Malaya Johnson has been located and is safe, state police said. Johnson, from Hudson Falls near Glens Falls, was found unharmed in New York City.
