Lester B. Joy, 40, formerly of Waterbury, pleaded guilty on Tuesday, Nov. 3, to failing to register as a sex offender, said John H. Durham, U.S. Attorney for the District of Connecticut. According to court documents and statements made in court, in October 2002, Joy was convicted in the State of New Jersey of sexual assault, endangering the welfare of a child, and theft.   For those offenses, he was sentenced …
