CT Man Passed Out At Gas Pump Nabbed With Drugs, Police Say A Connecticut man was arrested after allegedly passing out in his vehicle high on drugs. Hartford County resident Ibrahim Alfolabi, age 30, of Manchester, was arrested around 1:32 a.m., Thursday, April 22, after officers with the Plainfield Police Department saw the clerk of the Citgo gas station located at 65 East Main Street banging on the window of a blue Saturn parked at the gas pumps, said Plainfield Chief of Police Mario A.
