FAIRFIELD COUNTY, Conn. -- Connecticut Gov. Dannel P. Malloy said Tuesday he and legislative leaders have agreed to an outline of a $43.8 billion state budget that does not impose new taxes, according to an online report at WTIC-AM 1080.
Gov. Dannel Malloy is working with the state legislature to complete a budget by June 5.
