Nelson Vallejo, 37, was charged with operating a motor vehicle with a suspended license, possession of narcotics, weapons in a motor vehicle and disobeying the signal of an officer. He was held on $10,000 bond.

Officers were working traffic control for the Norwalk Oyster Festival at around 4:20 p.m. Sunday at the intersection of Fort Point Street and Seaview Avenue. Traffic was stopped to allow pedestrians to cross, when the officers saw a Cadillac approaching at a high rate of speed, police said.

The Cadillac was not stopping, and there was an officer in its path, police said.

When another officer yelled at the driver to stop, he slammed on the brakes, causing the tires to screech as it came to a halt, according to police.

Officers made contact with Vallejo, who was driving, police said.

Police said he had a white, powdery substance on his left nostril and upper lip, and he appeared disoriented. Police searched his car and found a bag containing 4 grams of suspected cocaine, as well as a BB gun in the glove box. Vallejo was taken into custody without further incident.
