Norwalk Police Department Promotes Three Officers

NORWALK – Stressing that all three earned their new positions through hard work and dedication, the Norwalk Police Department Friday promoted a trio of members during a ceremony at headquarters.

Lt. Susan Zecca was named a deputy chief, Sgt. David O’Connor was made a lieutenant and Officer Joseph Dinho was tapped to become a sergeant.

“They each earned their way to these positions, nothing was given to them,” said Peter Torrano, a retired police captain who now serves on the Board of Police Commissioners. “They’ve all served the public extremely well.”

Chief Thomas Kulhawik, who is approaching his first year anniversary as head of the force, said the department has implemented new promotional systems over the last few years that help identify future leaders.

“We’re able to better identify those people with the skills for the roles they will be placed in,” said Kulhawik. “All three of these individuals are hard workers and well-deserving of their new positions.”

O’Connor and Dinho will remain on the street overseeing patrol divisions, while Zecca will oversee the department’s administrative functions. She joins Deputy Chief David Wrinn, who oversees the department’s operations.

“I’m very happy and honored to have been selected,” said Zecca. “I’m particularly appreciative of the chief, because he has been my mentor in the department, and I hope I’m able to make him proud. I learned a lot from him.”

More than 50 members of the force, city officials and friends and family members attended the swearing in, which O’Connor summed up after what seemed like an endless stream of handshakes and hugs.

“I’m pleased and honored, but I’m glad it’s finally over,” he said.
