David Howard, 35, of Bridgeport, was charged with illegal sale of narcotics, possession of narcotics, illegal possession near a school and sale within distance of a school. Clyde Jepkes, 34, of Norwalk, was charged with illegal possession near a school, possession of narcotics, possession of drug paraphernalia and possession of paraphernalia within 1,500 feet of a school.
Members of the Special Services Unit were patrolling in the area of Raymond Street at about 4:30 p.m. Thursday, Dec. 18, when they witnessed Howard and Jepkes in what appeared to be a transaction, according to police reports.
Police said that as they approached, a third person yelled to the pair to alert them to the police presence. The officers got out of their car and began approaching the two, at which point Jepkes ran off, according to police reports.
Officers followed Jepkes and tackled him to the ground. Police found that he had a bag of crack, as well as a crack pipe that was smashed when he was tackled, police said. A search of Howard turned up 24 individual bags of crack cocaine, police said. Both men were taken into custody.
