Kevin Kovtun, 58, of 1 St. John St., is facing one count of insurance fraud. He turned himself into police Wednesday after and posted his $10,000 cash bond, in cash.
Norwalk Police involvement began on Oct. 31 of last year when they were called by Kovtun, who reported that almost $12,000 in electronics had been stolen from his boat. In the meantime, the insurance company did some digging and discovered that the story didn't add up, police said. Kovtun provided a repair estimate "from a Westport auto repair shop to fix the damage to the boat," Lt. Terry Blake said according to the police report.
When insurance investigators went to the Weston auto repair man he confessed his involvement.
"The individual there told them he was just a family friend and did not work on boats and provided a false document, an estimate of repair," Blake said.
There was no information if that man faced any charges.
According to the police report the insurance company successfully launched a civil case against Kovtun. Insurance investigators presented their information to Norwalk Police last month that led to the insurance charge.
He is scheduled to appear in court on Oct. 17.
According to a story in The Hour newspaper in 2008 Kovtun was nabbed for allegedly masturbating and exposing himself to two women outside a Norwalk bar.
The man attempted to flee but was grabbed by the officer and handcuffed. His pants were unzipped and disheveled, said police.
He was placed on the sex offender registry list after he was convicted of sexual assault in the third degree in May 1991, according to The Hour.
