Stamford Man Tasered Twice, Arrested

A Stamford man was Tasered twice and arrested Monday after refusing to provide identification to a Norwalk police officer, saying he had freedom of speech, police said. Hyde Rixon, 26, was charged with breach of peace and interfering with an officer. Bond was set at $5,000.

Rixon, an employee of the Home Depot, went to the Connecticut Avenue store and was in the manager's office, although he was not working. He refused to leave, and the manager called police.

Rixon initially told police he was there because he wanted to be an architect. Police said they wanted his ID as a formality to end the incident; he refused, saying the information was "in the system, like everything else is, it's in the galaxy." Rixon allegedly cited his freedom of speech rights twice before backing up to a display and staring at the officer with his fists clenched and his body rigid. The officer told him he would be given a minor charge of criminal trespass and let go if he cooperated, but Rixon allegedly refused to sign the summons.

Rixon violently resisted arrest. He was Tasered and fell to the ground, hitting his forehead. He became combative again and was Tasered a second time.

Rixon was taken to Norwalk Hospital for treatment of his forehead injury and the effects of being Tasered.

• A woman was arrested Friday on prostitution charges after calling police to complain that her client had slapped her. The man was also arrested. Oscar Bazan, 72, was charged with assault and patronizing a prostitute. Nicole Wilmott, 30, was charged with prostitution. There was no bond for either of them.

Wilmott told police that she has been routinely having sex for money with other residents of her building at 40 S. Main St. She had agreed to perform a sex act on Bazan for $15 on Friday, but he had slapped her in the face as she was doing it. Bazan told police that he had slapped her because she looked dirty.
