The city’s mayor, Harry Rilling, declared a Code Red emergency Thursday, meaning that it is cold enough outside to be dangerous to those without proper shelter.
Public libraries and City Hall are being used as warming centers during normal business hours. The community room at the Norwalk Police Department, however, is open at all times during the emergency, Rilling said.

Saying the wind chill factor is expected to be especially atrocious this weekend, Rilling urged people to limit their time outside and to make sure that the more vulnerable, such as the elderly, young children and pets, are safely inside.
The mayor added that the locations of homeless shelters or other social service resources can be found by calling the infoline, 2-1-1.
Safety experts say that stoves or ovens, grills or other propane devices should never be used as heating sources in the home.
If you must use space heaters, they say, keep them clear of debris or flammable items and make sure to turn them off before going to sleep.
Working smoke and carbon monoxide alarms are also crucial, Rilling said.
Weather conditions can change on a dime, so residents were also advised to monitor local weather sites and media for updates.
