Penn-Williams defeated her opponent, Jalin Sead, who had been endorsed by outgoing president Darnell Crosland, by a tally of 75 to 39 votes, The Hour reports.
Penn-Williams will assume her new post in January, according to The Hour.
Crosland will stay on as a vice president, The Hour reports.
