David McBride, 33, of Bridgeport, was taken into custody and charged with the murder of Savage, said Norwalk Police Lt. Terrence Blake.
Savage, 30, was found Feb. 3, 2010, shot three times in front of the Nathaniel Ely School, Blake said.
Detective Daniel Serio, who is assigned to the Special Investigation Squad of the Detective Bureau, investigated this case.
"Detective Serio is commended for his diligent work in continuing the investigation and obtaining probable cause for McBride’s arrest," Blake said.
Savage was no stranger to police. Court records show he had been arrested 13 times, including a 2002 felony for second-degree robbery, criminal use of a weapon and criminal possession of a weapon. He was sentenced to four years in jail.
