Norwalk Officer Honored for Making Arrest in Rape

Norwalk Police Officer Daniel Serio has been named "Officer of the Month" for January after apprehending a man with a long history of sexual assault convictions. Serio responded to a call of an alleged rape early Jan. 22 at the Webster Street parking lot. He searched the area and found a suspect who matched the description given by the victim. William Daugard was arrested and charged with first-degree sexual assault, second-degree kidnapping and third-degree assault and held on $500,000 bond.

Sgt. Gerald Monroe and Capt. Ernest Vitarbo agreed that Serio deserves the award. They also recognized Officer Robert Castaldi for the aid he gave to the victim, who is in her 20s, and the personnel of the Combined Dispatch Center who first spoke with the victim and developed the description that led to the arrest.

Daugard, 54, has previous arrests dating to 1981 in Florida, where he was sentenced to 15 years in prison after being convicted of sexual battery and kidnapping. He was arrested in 1990 in Wallingford and charged with first-degree sexual assault and kidnapping and was subsequently sentenced to 20 years in prison. In 2007, Daugard was arrested in Norwalk on charges of failing to register as a sex offender. Upon his conviction, he was sentenced to 15 months in prison.
