Not to be confused with recalls, the bulletins contain information by manufacturers to their service departments. Here are a few examples:

Does the steering wheel on your Acura squeak? If you own a TSX that was made between 2000-8, it's probably caused by a deformed seal in your steering rack.

And your BMW's side view mirror does not have a mind of its own -- even though it might move without your controlling it. Some 3 Series sedans and wagons from the 2008 model year might have corrosion on the mirror connection, which could cause the mirror to move seemingly on its own accord when then the key fob unlocks the doors.
