CT Man Exposes Genitals To Child Riding Bike, Police Say A Connecticut man who allegedly touched his genitals while in view of a child riding a bike has been charged with risk of injury to a minor. Luis Segura-Montero, age 59, was charged on Thursday, Sept. 28, for the incident that took place in Hartford on Wednesday, July 5 in the area of Mapleton Street. When officers arrived, Segura-Montero had left the area. The incident took place in New Haven around 1 a.m. Saturday, Jan. 21 on Whalley Avenue. CT Woman Dies From Injuries In Shooting Over Dog That Left Two Others Dead, Police Say A Connecticut woman who was shot during a dispute between neighbors over a dog that left two others dead has died from her injuries. Nikia Rankins, age 27, of Hartford, died on Friday, July 1 from injuries incurred during the incident on Sunday, June 19. Rankins was found shot when police responded to a report of gunfire at a multi-family home on Franklin Avenue and located three unresponsive victims with gunshot wounds, said Lt.
