The arrest took place in Hartford on Thursday, Nov. 3 after officers of a statewide task force spotted a man allegedly participating in a drug transaction. Moses Rodriguez, age 35, of Hartford was stopped after the suspected drug deal on Brainard Road, said the Connecticut state police.
