A loss prevention staffer said Tatiana Garcia, 30, of Harral Avenue, was in the Tunxis Hill Cutoff store for almost two hours, using pliers she said she brought from home to cut any security tags off clothing, jewelry and toys valued at $1,612.97, police said.
Police said there was no child in the stroller.
Garcia was detained when she left the store without paying for the items around 5:30 p.m., police said.
She was charged with fourth-degree larceny and illegal possession of a shoplifting device, police said.
She was released on a promise to appear in court on Nov. 8.
